書き込み部分でErrがでたので、C:\Tempを作成し、そこで再度実行すると、うまくできました。
C:\Temp>pp -E "say q.Hello, World!." -o test1.exe

作成されたexeは、zip圧縮されたものなので、普通に解凍すればソースも確認可能。と
